Important changes to the rules for transfers from Russia

The Bank of Russia will lift limits on foreign currency transfers abroad for Russian citizens and non-resident individuals from friendly countries, effective December 8, 2025. This decision is linked to the stable situation on the foreign exchange market.

Key Points:

Restrictions on transfer amounts abroad have been lifted for Russian residents and non-residents from friendly countries.

Partial restrictions remain in place (until June 7, 2026):

• Non-residents from “unfriendly” countries working in Russia can only transfer their wages abroad.
• Non-working non-residents from “unfriendly” countries, as well as legal entities from these states, are still not allowed to make transfers (except for companies controlled by Russian persons).
• Transfers from special investment accounts (“I” type) for foreign investors are permitted.

Transfers in rubles via correspondent accounts of Russian banks for foreign banks from “unfriendly” countries remain possible.
