Dominica, officially the Commonwealth of Dominica, is a unique island nation in the Caribbean Sea, justifiably bearing the title of the “Nature Island.” Unlike many of its neighbours, Dominica has focused not on mass tourism, but on ecological authenticity, pristine tropical rainforests, volcanic landscapes, and world-class biodiversity. It is here that the famous Boiling Lake and the Morne Trois Pitons National Park – a UNESCO World Heritage Site – are located.
But for the international investor, Dominica’s value extends far beyond natural beauty. Since 1993, the country has operated the oldest and one of the most respected citizenship by investment programmes in the world. A quarter-century of impeccable reputation, transparent procedures, and recognition from international financial institutions – these are the hallmarks of the Dominica passport.
Why Investors Choose Dominica Citizenship
Dominica's entry threshold is among the lowest in the Caribbean region. Citizenship can be obtained from just 200,000 USD, making this passport an optimal choice for private investors and families seeking cost-effective second citizenship.
A Dominica passport grants visa-free or visa-on-arrival access to over 135 countries, including the entire Schengen Area, the United Kingdom, Singapore, Hong Kong, and China. It is a fully-fledged instrument for travel, business, and personal freedom.
Dominica citizens are eligible for a B-1/B-2 tourist visa valid for up to 10 years, permitting stays of up to 180 days per visit.
The jurisdiction of Dominica imposes no taxes on inheritance or capital gains. Combined with the absence of any physical residency requirement, this creates a favourable environment for international tax planning.
Dominica's programme is one of the most inclusive available. An application may include:
- A spouse;
- Unmarried children up to 31 years of age (subject to dependency);
- Parents and grandparents aged 65 years and above;
- Siblings – subject to dependency criteria.
Obtaining and maintaining Dominican citizenship requires no permanent residence on the island, or even visiting it. You receive a passport without changing your usual lifestyle.
Dominica officially recognizes dual citizenship. You retain your current passport and all rights associated with your current status.
Investment Options: Terms and Thresholds
Citizenship of Dominica by investment is available through two legally established options. Each has clearly defined parameters and designated purpose.
A non-refundable donation to the state fund, allocated to the development of key sectors in Dominica: education, healthcare, tourism infrastructure, and sports facilities.
Minimum Contribution Amounts:
- 200,000 USD – for a single applicant;
- From 250,000 USD – for an applicant with family (exact amount depends on family composition).
The payment is one-time and non-refundable. This is the most straightforward and rapid path to citizenship, requiring no subsequent asset management.
Acquisition of an approved share in a government-designated property project. The portfolio includes hotel complexes, eco-lodges, and villas within tourism developments.
Minimum Property Value: 200,000 USD.
Mandatory Holding Period: 3 years.
Upon satisfying the three-year holding requirement, the investor may sell the property to a new programme participant. Thus, citizenship is acquired with the potential for full capital recovery in the medium term.
The Citizenship Process: Step-by-Step
IST Hungary provides full-scope legal and organisational support at every stage – from the initial consultation to the issuance of the biometric passport.
Engagement of an Authorised Agent
Direct submission of applications to the Citizenship by Investment Unit (CBIU) of Dominica is not permitted. Applicants must act through an authorised international marketing agent. IST Hungary holds the required accreditation and maintains direct access to the CBIU.
Documentation Preparation
We assist in compiling and certifying the complete application dossier: form completion, medical examinations, notarisation, legalisation, and translation of all materials in strict compliance with CBIU requirements. In the case of real estate investment, we provide legal support for the purchase transaction.
Application Submission
The completed dossier is submitted to the CBIU through the agent. All subsequent communication with the Unit is conducted exclusively through IST Hungary, ensuring prompt processing of inquiries and full regulatory compliance.
Due Diligence and Interview
The CBIU conducts an in-depth due diligence review of the main applicant and all adult dependents. This includes verification of the source of funds, business reputation, and confirmation of no criminal or financial violations.
Key Distinction of the Programme: a mandatory interview for all applicants aged 16 years and above. The procedure is conducted by authorised CBIU officers and is designed to confirm identity and the lawful origin of funds. IST Hungary provides comprehensive interview preparation, including review of standard questions and full accompaniment.
Approval, Investment, and Passport Issuance
Upon a positive decision by the CBIU, the applicant is notified through the agent. At this stage, the investment obligation must be fulfilled in full:
- Transfer the contribution to the Economic Diversification Fund (EDF);
- Or complete the real estate acquisition transaction.
Upon confirmation of funds received, the CBIU issues a Certificate of Naturalisation. This document serves as the basis for applying for and obtaining a Dominica passport.
Total Processing Time: 3 to 6 months.
Applicant Requirements
The Dominica Citizenship by Investment Programme imposes clear and attainable criteria:
- Minimum age of 18 years;
- Documented lawful source of investment funds;
- No criminal record or immigration violations;
- Successful completion of the CBIU due diligence process;
- Successful personal interview.
