The Maltese Parliament has approved the new Citizenship by Merit programme (Law 140/2025), completely abolishing the EU’s last investment scheme, MEIN. The decision was taken under pressure from the European Court of Justice, which found that issuing passports for money was a violation of EU law.
Key changes
1. Only for professionals with merit
Citizenship will be available to: scientists, entrepreneurs, technologists, athletes, cultural figures and philanthropists whose activities are in line with the Malta Vision 2050 strategy. Investments are no longer required – what is important is a real contribution to the development of Malta or humanity.
2. Enhanced control and transparency
- Applications are reviewed by the state agency Aġenzija Komunità with the participation of independent experts.
- Comprehensive checks (due diligence), interviews and assessment of the applicant’s project are mandatory.
- The names of new citizens will be published to prevent abuse.
3. Abolition of financial thresholds
Fixed contributions (from €690,000) are excluded. Instead of money, you must prove exceptional merit or propose a project (e.g. job creation, innovation).
Important nuances
- Deadlines: The law was adopted in record time (16–22 July 2025) to comply with the EU decision.
- Transition period:
Previously issued «golden passports» are retained. - Current applications under the old rules are not transferred to the new system.
- For Russians and Belarusians: Since March 2022, investment programs are not available to them. The new scheme is formally open, but requires approval from the authorities.
